The city of Portland, Oregon has a program that went into effect in mid 2006 called the Portland Clean River Rewards Program.

Manage stormwater run off in the city of Portland. You may apply for this stormwater program and receive up to 100% off with respect to the on site stormwater removal charge of your water bill. This program is in effect through June of 2017.

Contact information and hotline monday thru friday at 503-823-1371. 24 hour automated call line with the same phone number. Call for consultations, or log onto the website at cleanrivers@bes.ci.portland.or.us

Residential properties receive discounts for roof water only.

Call for information on qualifying systems that may include drywells, simply disconnecting your downspouts from the storm sewer, soaking trenches, rain gardens, or running the downspout water to landscaped areas.

Commercial and Industrial properties may qualify also. They have different qualifying guide lines. The roofwater, as well as the flat paved surfaces in parking lots, and other groundwater collection areas, may be included in the calculation for storm sewer run off on your water bill. Consult the Portland clean river rewards program for details, and keep our rivers clean.

You may also put in Portland Oregon Clean River Rewards Program on your browser and get to the qualifying information on line at the website listed above.

Hand excavated french drains with solid pipe rain drain discharges vented into drywells are great for the environment, and something you should discuss with the city of Portland for qualifying information when disconnecting and venting downspouts.

Prevent groundwater damage to your home as a result of the disconnection of the downspouts. Without venting the roof water from your downspouts away from the side of the foundation, you are likely to suffer groundwater in your basement or crawlspace.
